It is a "he", I'm fairly certain, and he is gray with white paws and insane goldish eyes. Jarrod named him Bullet, but I call him Kit-Kat. Collin calls him Titty. <--- Scratch all of that, I just checked and it's a girl. I'm pretty sure. (Oh man, I can already hear my mom, "Don't you know how to tell if it's a boy or a girl??!" There are a lot of animal organizations like the SPCA that have spay/neuter clinics that puts the cost at $25-$50. You might call around and ask what they would charge, instead of a vet. Especially since you are doing it to help with population issues.
